We are pleased to publish this fifth edition of the Las Vegas Disability Pocket Guide — A Directory of Resources for Disabled Residents & Visitors.
Las Vegas offers many opportunities and resources for the disability community that are not always easy to locate. Our aim in publishing this guide is to compile a single source of information covering a full spectrum of services and products designed to meet the needs of the growing disability community. To that end, it is our goal to address not only the most basic needs of any individual — able-bodied or disabled — to live an independent and productive life, but also to offer a variety of opportunities that broaden their horizons and enrich life beyond the daily routine.
This guide is the culmination of many hours of hard work on the part of Southern Nevada Center for Independent Living volunteers and staff, many of whom have disabilities themselves and, as a result, offered invaluable input regarding the content and format. While we have made every effort possible to present a comprehensive directory, we may have overlooked some important resources in the community; for that we apologize and welcome your input for specific additions in future editions. We also welcome and encourage your general feedback on the usefulness of the Pocket Guide. We are confident that, together, we can improve the quality of life in southern Nevada for our disabled citizens and visitors.

About SNCIL
Southern Nevada Center for Independent Living (SNCIL) is a Las Vegas-based non-profit organization serving nearly 4,000 disabled residents in southern Nevada. Any individual whose significant disability is creating a barrier toward independent living in the family, community or workplace, may receive services from SNCIL — including information and referral, independent living skills training, peer counseling, advocacy, benefits counseling, adaptive equipment, housing and transportation, Americans with Disabilities (ADA) technical assistance and public awareness and community education. The majority of board members and staff are individuals with severe disabilities, bringing special knowledge and insight to addressing the needs of the community they serve.
SNCIL serves the disability community throughout southern Nevada from two locations: one in Las Vegas serving the metropolitan area and one in North Las Vegas serving that city as well as rural southern Nevada. Funding for SNCIL programs is provided through grants from the Department of Education Rehabilitation Service Administration, fees for services, and donations.
Guide to Symbols
The following symbols are used in this guide to indicate that a facility meets certain criteria regarding accessibility.
Sign Language
American Sign Language is provided, either by an onsite staff member or through other arrangements.
Braille
Printed material is available in braille or another alternate format (e.g. large print, audio cassette, etc.)
Parking
There is at least one designated handicapped parking space for every 25 parking spaces located near the closest accessible entrance.
Van Accessible Parking
There is at least one designated "van accessible" handicapped parking space for every 8 handicapped parking spaces located near the closest accessible entrance.
Entrance
The facility is located on the first or main floor and has at least one level or ramped entrance.
Elevator
If the business or organization is not located on the first floor, an elevator is available with doors at least 32 inches in width.
Interiors
There is at least one 36" minimum clear access aisle throughout the facility.
Doors
Doors are either automatic or power-assisted. If not, they have a maximum force of 5 lbs.
Restrooms
The facility has at least one ADA-approved bathroom with a 36" minimum door.

Nathan Adelson Hospice provides home and inpatient hospice services for terminally ill individuals and their families. The agency is the oldest hospice program and only non-profit hospice in southern Nevada. Services are provided without regard to age, race, sex, national origin, creed, religion, diagnosis, disability, sexual orientation or ability to pay. Spiritual, psychological and bereavement support is provided. Inpatient facility is completely accessible.

Lend A Hand is a volunteer-based program designed to assist elderly and disabled residents of Boulder City to remain in their own homes. Services include respite care, shopping services and transportation to medical appointments, as well as companion services in the home. Fees are charged on a sliding scale. Summerlin Hospital Medical Center is a 169-bed, acute-care facility. The hospital offers private patient rooms and a number of special programs and services including The Cancer Institute of Nevada, Women's Health Program, Wound Care Program.

Valley Hospital Medical Center is a 417-bed, fullservice acute care facility which serves the Las Vegas area. OB services are available, including a Level III neonatal intensive care unit. MDA is a voluntary health organization serving well over 400 families in southern Nevada. MDA funds over 400 research projects a year to find the causes and cures of Muscular Dystrophy. MDA provides a clinic through St. Rose Dominican Hospital in Henderson; it also assists with the purchase and repair of wheelchairs and leg braces prescribed by MDA clinic physicians, and offers free use of equipment from its medical equipment pool. MDA sponsors a summer camp program for kids of MDA.

The Department of Veterans Affairs operates a number of facilities in the Las Vegas area, including the Ambulatory Care Center, a state-of-the-art facility providing outpatient care and prosthetic aids for veterans with service-connected disabilities and other eligible veterans, as well as follow-up care for veterans after discharge from VA Medical Centers.
The Center also performs examinations of veterans for pension and disability-rating purposes when requested by the Regional Office. Mike O'Callaghan Federal Hospital, located at 4700 North Las Vegas Boulevard, provides inpatient facilities for veterans requiring certain medical, surgical and psychological care — referrals to MOFH are made through the Ambulatory Care Center. Arville House, located at 1501 Arville in Las Vegas, is the Veterans Affairs' day-treatment center, serving veterans requiring mental health treatment, in a "clubhouse" setting. The Veteran Outreach Center, established to provide assistance and information for Vietnam vets, is located at 1050 E. Sahara in Las Vegas. Primary care services are also provided at the Henderson and Pahrump Primary Care Clinics.

Citizens Area Transit (CAT), a service of the Regional Transportation Commission of Clark Country, is a fixed-route, public, mass-transit bus system. All buses are wheelchair-accessible and equipped with lifts. Most of the fleet are "kneeling" and many are "low floor" buses which allow those who have difficulty walking to board easily. Reduced fares for certified disabled individuals are available with a Reduced Fare Identification Card which may be purchased at the Downtown Transportation Center (DTC) on Stewart and Casino Center.
CAT Paratransit is a shared-ride, "curb-to-curb," advance-reservation bus system which complements the fixed-route system for those certified individuals with physical, cognitive or visual disabilities who are functionally unable to independently use the CAT fixed-route system all of the time, temporarily or only under certain circumstances. Disabled parking spaces allow individuals with disabilities the opportunity to access the same businesses and facilities the general population enjoys. It's a matter of equal rights, and everyone can help by knowing a few facts.
• A person with a disability must meet defined physical limitations in order to qualify to receive a disabled license plate or placard.
• A person with a permanent disability qualifying him or her for disabled plates/placards can obtain permanent designation as disabled by the DMV with a physician's certification.
• Disabled license plates and placards are to be used only by the person certified as being disabled, or by a person who is actually in the process of transporting the disabled person. (Plates/placards are assigned to people, not cars.) Violation of this privilege carries a fine of $100 for the first offense.
• The law requires a minimum of one disabled parking space for every 25 spaces, located near the closest accessible entrance.
• There must be at least one "van accessible" disabled parking space for every 8 disabled spaces. When other disabled spaces are available, vanaccessible spaces should be left open for vans equipped with wheelchair lifts. These spaces are an absolute necessity for liftequipped vans. It is a simple courtesy to leave them open for those people needing them most.
• Van-accessible disabled parking spaces (whether or not they are marked as such) are divided by striped pavement, defining the room required for a person in a wheelchair to enter and exit a van. The law prohibits anyone — even those with valid disabled plates/placards — from parking in striped areas.
• According to NRS 482.383, any person who violates the disabled parking privilege shall be fined: $100 minimum for the first offense, $250 minimum for the second offense, and $500-1000 for the third and subsequent offenses.

Disabled Parking
While progress is clearly being made in the parking accommodations made available by local businesses, abuse of disabled parking privileges continues to be a problem. Consequently, NRS 484.813 was recently enacted by the State of Nevada authorizing private enforcement of disabled parking laws. The Nevada Revised Statute allows private citizens appointed and trained by local law enforcement agencies to issue citations to individuals illegally parked in disabled parking spaces. In addition to receiving training, these volunteers are provided with the appropriate equipment needed to issue citations, including uniforms, cellular telephones and books of traffic citations. A citation issued by a volunteer carries the same force and effect as a citation issued by a police officer.
Las Vegas Metropolitan Police Department (Metro) has recently implemented such a volunteer program and other local police departments are developing volunteer enforcement programs. Most, if not all, of the major car rental companies (e.g. Hertz, Avis, National, Enterprise, etc.) offer 2door and 4-door cars with hand controls. Some rental companies in Las Vegas maintain vehicles permanently equipped with these assistive devices, while others install and remove the equipment as needed. In many cases, cars equipped with hand controls may be obtained on short notice (within 24 hours or less); however, advance reservations are advised whenever possible to ensure availability. The Americans with Disabilities Act (ADA) requires places of public accommodation and commercial facilities to make reasonable accommodations in order to allow people with disabilities to participate in everyday activities. Service stations are included in this category of "public accommodations" — and the following provides an overview of what is required of these establishments in serving people with disabilities.
• Service station attendants on duty at self-service only stations are required to pump gas for customers with mobility or manual impairments who are unable to pump gas themselves. The only exception to this rule is when there is only one attendant on duty and that attendant is required to stay in a security booth in order to prevent public access to the cash register.
• Attendants at service stations that offer both full service and self-service pumps are required to pump gas at self-service pumps (at the normal selfservice price) for customers with mobility or manual impairments who are unable to pump gas themselves. However, attendants are not required to provide the full array of services available at full service pumps (e.g. cleaning windows and checking oil) when serving a disabled customer at the self-service pump.
• The services of a sign language interpreter are not necessary to accomplish transactions that are short and straightforward with a deaf or hearingimpaired person. However, service station attendants must allow extra time to communicate by writing notes if necessary. Similarly, when communicating with customers with speech impairments, service station attendants are expected to allow sufficient time for such a customer to communicate via word board or other means of communication.
• Service stations may not charge extra for any accommodations or alternative services associated with serving disabled customers under the ADA.
Today, the majority of service stations offer selfservice pumps only; and while, in theory, the accommodations described above make sense, it is not always easy to locate attendants at self-service stations without calling from a cellular phone or going into the station to request assistance. This can be a great inconvenience or impossibility for mobilityimpaired customers. For this reason, we have included the following list of service stations in the Las Vegas area that offer full-service pumps, as well as self-service pumps.

Drive tests for disabled individuals can be conducted in vehicles equipped with hand controls: test criteria are the same as for non-disabled testing. A special driver's license test is available for deaf clients. Certain restrictions may apply to a disabled driver (for example, daylight driving only, automatic transmission, hearing aid, hand controls, etc.); any restrictions will be indicated on the driver's license.
Drivers must renew Nevada driver's licenses every four years. As a convenience, some drivers may able to take advantage of the Renew-By-Mail Program. To be eligible for this service, the driver must be between the ages of 25 and 70, must have fewer than 3 moving violations in the previous four years, and cannot have any major medical restrictions to his or her license. Drivers receive an application in the mail approximately 60 days before the license expiration date; the application may then be completed and returned by mail. The DMV processes the application and returns a small card or sticker to the driver indicating renewal; this card/sticker must be carried at all times with the current license. Turnaround time for mail-in applications is less than 48 hours from receipt at Carson City. Under this program, drivers are only required to visit the DMV in person once every eight years.
A new program was recently introduced by the DMV to allow certain seniors (over the age of 70) to also participate in the Seniors Renew-By-Mail program. Eligible drivers receive a renewal application, information sheet and physical evaluation form in the mail, which must be competed and returned to the Driver's License Division along with the $16.00 renewal fee. If approved, the expiration date is updated and a renewal sticker is mailed to the driver to be affixed to the back of the current license. To participate in this program:
• the physical evaluation form must be completed and signed by a licensed physician, indicating the driver is physically able to operate a motor vehicle safely;
• a licensed physician, optometrist or ophthalmologist must conduct a vision exam and complete/sign the vision section of the form;
• the physical evaluation form must be dated within 90 days of receipt by the Driver's License Division.

Senior drivers who are not eligible, or do not choose to renew by mail, may complete the transaction at any DMV office. The driver is required to pass an eye exam administered by the DMV and pay the $15.50 renewal fee before being issued a new license.
Disabled persons license plates and parking placards are available to qualified individuals, upon review and approval of a completed DMV application form. Temporary placards (red) may be issued for up to six months; permanent plates and placards (blue) are issued for two years at a time and, except in the case of a certified permanent inability to walk, must be recertified every two years for renewal. Applications for both temporary and permanent disabled placards/plates must be completed and signed by a physician.
The DMV•PS also issues non-driver i.d. cards. Anyone age 10 or older may obtain an identification card, as long as he or she can furnish a statecertified birth certificate or other acceptable evidence of name and date of birth, along with proof of your Social Security number by any reasonably reliable document containing the number. Cards are $4.00 for individuals under the age of 18, $5.00 for seniors (65 and older) and $10.00 for all other age groups.

The Health Insurance for Work Advancement (HIWA) program is designed for working people with disabilities who usually do not qualify for Medicaid because of income and/or assets. The HIWA Program gives an eligible person the option to pay a premium to obtain Medicaid benefits. To qualify for HIWA you must:

Courses are taught at three main campuses, 50 extension centers and through video distance learning. The Mission of Blindconnect is to connect blind people to other blind persons, to available services and resources, and to their community-at-large. Blindness can be a frightening and isolating experience. It does not need to be. Those of us who have lost our vision are committed to helping others deal with the issues of vision loss. Blindconnect is the outcome of this desire.
Blindconnect was incorporated in January, 1998, by a group of blind and visually impaired persons who felt that there was a need to share information and resources with others in the blindness and sighted community.
Regular outreach through speaking at a variety of community meetings, PSAs and articles in newspapers and on television and attending community fairs has helped spread the message that there is life after vision loss. As the population in Clark County, Nevada, continues to grow, Blindconnect will serve more persons seeking information, referral, and peer support.

Nevada Partner’s participants are encouraged to attend a two-week employability course that provides a thorough understanding of the tools and skills required to successfully pursue, gain and retain employment. Focus sessions are conducted on career planning, personal finances, self-esteem development, conflict resolution, diversity in the workplace, communication and interpersonal skills, and other issues facing the workforce. Graduates receive a work-readiness certificate and experience phenomenal personal and professional growth.
Computer Training- Nevada Partners offers free computer training to individuals to learn or improve their Microsoft Word, Excel, PowerPoint, Access, and 10 Key by Touch skills. A certified instructor teaches all computer courses. Additionally, a computer lab is available to the public Monday through Saturday, and offers typing tutorials to improve accuracy and speed.
Customer Service Training- In addition to the computer and employability trainings offered by Nevada Partners, a new program has been established that focuses on the customer. As an employer, you know that your company succeeds when your customers are satisfied. Nevada Partners participants who enroll in the Customer Service training are equipped with the tools they need to handle any customer service situation.
Youth Employment and Success- In addition to our adult training programs, Nevada Partners also provides opportunities to help train an prepare young people for the workforce. Youth Employment and Success (Y.E.S) helps youth ages 16-21 find appropriate employment. Y.E.S. prepares tomorrow’s leaders to obtain and maintain employment through employment training and an employment referral program. Ticket to Work Program
Ticket to Work Program is a Social Security Administration program for individuals with disabilities who want to work. It increases your choice in obtaining the employment services, vocational rehabilitation services, and other support services you may need to get and keep a job.
Many Social Security Disability Insurance (SSDI) and Supplemental Security Income (SSI) beneficiaries will receive a Ticket to Work they can use to obtain services from a state vocational rehabilitation (VR) agency or another approved provider of their choice. We call these private organizations or government agencies that have agreed to work with Social Security in providing employment services to beneficiaries with disabilities. The program is voluntary, and the services will be provided at no cost to you.
Social Security will not conduct a continuing disability review of your medical condition while you are using a Ticket to Work.
The Ticket Program is a Social Disability program that makes it easier for people who receive benefits to go to work and continue to receive benefits.
It allows beneficiaries to pick their provider for employment or rehabilitation services to increase self-sufficiency and reduce dependence on Supplemental Security Income (SSI)/Social Security Disability Insurance (SSDI) cash benefits.
The main idea of the Ticket Program is to expand options for beneficiaries to get and keep employment. When you receive you Ticket to Work you will have a choice of Employment Network Providers to choose from.

Clark County Department of Parks & Recreation runs the Summer Fun Day Camp, a specialized 8-week day camp for school-aged children with special needs; and the Therapeutic Resident Camp, a separate 1-week adult or school-aged resident camp held in the summer at Camp Lee Canyon near Mt. Special Olympics provides year-round sports training and competition in a variety of Olympic-type sports for people ages 8 and older with developmental disabilities and giving them the opportunities to develop physical fitness, demonstrate courage, experience joy and participate in the sharing of gifts, skill, and friendship with their families, other athletes and the community. There are 13 different sports that operate on a calendar year basis. Athletes train for eight weeks and participate in qualifying competitions at a local and regional level, culminating in three chapter competitions.

Now in its 25th year, Wilderness Inquiry offers a variety of outdoor adventure trips throughout the U.S. and Canada. Wilderness Inquiry strives to include a diverse group of participants in all trips — including people of all ages and abilities (or disabilities). Trips offered in the southwestern states include an 8-day Green River canoe trip through Labyrinth Canyon and Canyonlands National Park in Utah, and a 15day rafting adventure through the Grand Canyon in Arizona. Virtually all of the medium and large hotels in Las Vegas offer some rooms which are designated as disabled guest rooms; and as such a popular travel and convention destination, many hotels offer large numbers of these rooms and a multitude of accommodations and equipment which exceed what is typically found in hotels elsewhere. However, the degree to which Las Vegas hotels are "accessible" may vary widely. Assistive lifting devices are also available in some rooms to assist in transferring to the bed. Wheelchairs are available at the bell desk, free of charge to guests staying at the hotel; wheelchairs and motorized scooters are available for rent at Grand Adventures. For hearing-impaired guests, guest room televisions are equipped with closedcaption devices and special kits including a variety of assistive devices are available from the bell desk. American National Standard/Council of American Building Officials
"Accessible And Usable Buildings And Facilities" (publication CABO/ANSI A117.1-1992) is an invaluable source of information to anyone involved in building or retrofitting government, commercial and residential facilities (single-family homes and multifamily residences) for use by individuals with disabilities. It is also very useful to a disabled individual having a home built. The publication provides detailed specifications to make buildings and facilities accessible to people with a broad range of physical disabilities, including inability to walk, difficulty walking, blindness and visual impairment, deafness and hearing impairment, etc. It covers all imaginable aspects of accessibility, including parking spaces, curb cuts and ramps, elevators, doors, bathrooms, kitchens, warnings and signage, telephones, and much more. CABO/ANSI A117.1-1992 provides universally recognized and accepted design guidelines. It is available locally for a small fee, from:

The Regional Disability & Business Technical Assistance Center (DBTAC) offers hotline technical assistance for the ADA (see toll-free number above), and provides information, problem-solving assistance and referrals for implementing the ADA. DBTAC also conducts regional conferences and training workshops, and distributes, at minimal cost, a variety of government publications regarding accessibility guidelines and standards, architectural access, communication access, transportation access, and related legal matters. Among the publications available are the "Americans with Disabilities Act" and "Uniform Federal Accessibility Standards." The latter is similar to the CABO/ANSI publication previously listed in terms of providing specific and detailed guidelines for making buildings and facilities accessible to the disabled. Free Income Tax Preparation Assistance is available from February through April at several locations by trained volunteers. After completing IRS training, these volunteers help prepare basic tax returns for taxpayers with special needs, including low income people, persons with disabilities, the elderly and non-English speaking people. Your return can be filed electronically, free of charge, at some of these locations. The Shade Tree is Clark County's only 24-hour accessible emergency shelter exclusively for women and women with children. No identification is required to access services. The only entrance criteria are to be female and to have no safe or permanent address in the Las Vegas area. Services include emergency shelter, day shelter, referral services, victim advocacy and support groups. Women with physical or mental disabilities can be accommodated. Target population: women all ages, children up to the age of 17.

The Mission of Blindconnect is to connect blind people to other blind persons, to available services and resources, and to their community-at-large. Blindness can be a frightening and isolating experience. It does not need to be. Those of us who have lost our vision are committed to helping others deal with the issues of vision loss. Blindconnect is the outcome of this desire.
Blindconnect was incorporated in January, 1998, by a group of blind and visually impaired persons who felt that there was a need to share information and resources with others in the blindness and sighted community.
Regular outreach through speaking at a variety of community meetings, PSAs and articles in newspapers and on television and attending community fairs has helped spread the message that there is life after vision loss. As the population in Clark County, Nevada, continues to grow, Blindconnect will serve more persons seeking information, referral, and peer support.

Candlelighters provides services to families who have a child (age birth to 21 years) diagnosed with cancer. Services include educational, emotional and financial support. The organization helps with dislocation costs should a family need to travel for treatment, and meal tickets are provided for the family while their child is hospitalized. Canine Companions for Independence (CCI) has been training Canine Companions to assist people with disabilities other than blindness since 1975. Service dogs, hearing dogs, assisted-service dogs and facility dogs. By mastering 50 commands, Canine Companions become the physical extensions of their recipients. Retrieving dropped items, turning on light switches, pulling wheelchairs and hearing for the deaf are some of the duties Canine Companions perform daily. These specially bred dogs do what is necessary to bring increased independence to people with disabilities. Cashman Field Center includes exhibit space and meeting rooms for conventions and trade shows; facilities for public events; and meeting facilities and a theater for conventions, public meetings, seminars and events. The stadium at Cashman Field Center is home to the Las Vegas Stars AAA baseball and is also used for public events and tournaments. The Las Vegas Convention Center is used for conventions and trade shows, generally not open to the public. Convention Center facilities for the disabled include handicapped parking and accessible restrooms, TDD/TTYs and volume-control telephones at various pay-phone locations throughout the facility, automatic doors, a portable wheelchair lift, assistive listening systems, and a wheelchair accessible podium.
